A rapid, full transition to a 100% digital system was impossible due to strict legislation, entrenched procedures, and the public's trust in paper documents. An immediate digital mandate risked failure, legal non-compliance, and an unusable system.

The true opportunity lay in determining how to accurately and reliably capture the critical data digitally at the precise moment of its initial creation, which required a new digital foundation.

Research findings and insights

It was critical to avoid imposing a sweeping, unrealistic mandate. The key learning was the need for a meticulous understanding of the local context—laws, infrastructure, and day-to-day operations—to identify the appropriate and achievable level of digitisation. Close collaboration with national authorities and local registrars was essential for a successful solution.

Implementation approach

The resulting solution was a Hybrid Model. The process was streamlined to enter core data into the digital system at the point of origin (e.g., a clinic). However, to maintain legal compliance and public trust, the official, signed paper Certificate of Live Birth was retained as the definitive legal document.

Local Civil Registration offices were tasked with scanning and uploading these completed paper forms, serving as backups for the primary digital record
